Project Description
Under multiple Disaster Recovery Administrative Services and Grant Management agreements, CSA provided FEMA Public Assistance (PA) program management and advisory services to healthcare systems across New York, Connecticut, Maine, and Oregon in response to the COVID-19 Pandemic (nationwide disaster declaration). These engagements required coordination across multiple federal and state funding streams, including FEMA PA, CARES Act, and ARPA programs, to support cost recovery for emergency protective measures and healthcare operations.
CSA supported the full lifecycle of grant delivery, including project formulation, application development, award management, and ongoing compliance. Services included eligibility reviews, development of cost recovery strategies, preparation of FEMA-compliant documentation, and coordination with federal and state agencies to advance project approvals and reimbursement. CSA also provided strategic funds management to ensure alignment across overlapping funding sources, mitigating duplication of benefits while maximizing eligible reimbursement.
Across these engagements, CSA led the formulation, application, and administration of over $75 million in federal disaster recovery funding, including large-scale healthcare system portfolios. This work required navigating evolving FEMA guidance, complex eligibility determinations related to emergency protective measures, and coordination with healthcare providers operating under rapidly changing conditions.

Project Implementation
CSA delivered coordinated program management and grant administration services across multiple healthcare systems, including Oregon Health & Science University (OHSU), Northern Light Health (Maine), and Bristol Hospital (Connecticut). Services included project formulation and documentation of eligible costs, development of FEMA Project Worksheets (PWs), and preparation of supporting materials required for federal and state review.
CSA managed ongoing program requirements, including progress reporting, vendor cost reconciliation, and financial tracking of eligible expenditures. Particular emphasis was placed on coordinating multiple funding streams, ensuring proper allocation of costs between FEMA PA, CARES Act, and ARPA programs, and maintaining compliance with duplication of benefits requirements. CSA also supported clients in responding to RFIs, advancing eligibility determinations, and maintaining audit-ready documentation throughout the lifecycle of each project.
Through structured workflows, centralized tracking, and proactive coordination with federal and state agencies, CSA enabled healthcare clients to manage high volumes of claims efficiently while maintaining compliance with evolving program requirements. This approach supported timely reimbursement, reduced administrative burden on client staff, and ensured consistency across multiple jurisdictions and funding sources.
