Project Description

The Charlotte County Board of County Commissioners sought a qualified contractor to provide comprehensive assessment, design, permitting, and construction oversight services for approximately 400 assets impacted by Hurricanes Ian and Idalia. As a trusted provider of disaster recovery and infrastructure resiliency services, CSA was selected to support this effort across both FEMA Public Assistance (PA) and Hazard Mitigation Grant Program (HMGP) initiatives.

Under this engagement, CSA is performing detailed damage assessments, eligibility evaluations, and condition analyses to identify cost-effective repair solutions while incorporating long-term mitigation strategies. Services include project formulation, feasibility analysis, scope development, cost estimating, and preparation of documentation to support FEMA and insurance compliance requirements. In alignment with County objectives, CSA supports development of recovery and mitigation strategies, including hazard mitigation proposals and project scopes, while coordinating with County staff, FEMA, and FDEM through regular project scoping, programmatic, and operational meetings.

The scope of work also includes master planning, site investigations, surveying, testing, and full-scale design services, with all deliverables meeting applicable codes, regulatory standards, and resiliency requirements. CSA supports procurement and contract strategy development consistent with federal guidelines, while advancing projects through a hard bid delivery approach. This integrated, lifecycle-driven methodology positions the County to maximize eligible funding, maintain compliance, and advance recovery efforts efficiently across a large and complex asset portfolio.

Key Outcome: Positioned and advanced a $225.2 million federally funded recovery portfolio, strengthening eligibility, compliance, and funding capture across a multi-department, multi-disaster program.

Project Implementation

Working with multiple County departments—including Facilities Construction & Maintenance, Community Services, Utilities, and Public Works—CSA provides coordinated, multi-phase program delivery across disaster recovery and mitigation efforts. Services include impact and eligibility assessments, project scoping and cost development, design coordination, construction administration, and closeout support, as well as management of insurance-related property claim inventories.

CSA works directly with FEMA Site Inspection and Program Delivery staff to develop and advance Project Worksheets (PWs), while managing ongoing program requirements including RFIs, scope and cost documentation, environmental and historic preservation considerations, insurance allocation, and compliance tracking. CSA also supports financial reconciliation, documentation management, and reporting through established program controls and standardized operating procedures, ensuring alignment with FEMA and FDEM requirements.

Through proactive coordination, stakeholder engagement, and centralized program management, CSA strengthens the County’s reimbursement posture while reducing exposure to eligibility disputes, procurement findings, and post-award funding adjustments.
