Project Description

Volusia County sought a qualified consultant to provide CDBG-DR damage assessment, scoping, and cost estimating services for residential properties impacted by presidentially declared disasters. CSA was engaged to support the County’s disaster recovery program through detailed inspection, documentation, and development of project scopes and cost estimates to advance housing rehabilitation and reconstruction initiatives funded through HUD’s Community Development Block Grant – Disaster Recovery (CDBG-DR) program.

Under this engagement, CSA conducts comprehensive field inspections of residential structures to identify disaster-related damages and assess deficiencies across structural, electrical, mechanical, and site components. Based on these evaluations, CSA develops detailed, professional scopes of work for each property, addressing code compliance, health and safety issues, and required repairs or full reconstruction, as applicable. CSA also prepares standardized cost estimates using industry-recognized tools to support program budgeting and procurement.

Services include coordination with County staff throughout the inspection and review process, electronic submission of inspection reports, photographic documentation, and scope packages through designated systems of record. CSA supports the County in advancing projects to procurement by developing bid-ready scopes of work and providing technical assistance during implementation, including review of contractor change orders and participation in coordination meetings. Through this structured approach, CSA supports the County in translating field-level damage data into actionable project scopes and funding-aligned cost estimates.

Key Outcome: Developed detailed scopes of work and cost estimates supporting approximately $30–35 million in residential recovery needs, enabling Volusia County to advance CDBG-DR-funded housing rehabilitation and reconstruction projects.

Project Implementation

CSA delivers coordinated inspection, scoping, and cost development services in collaboration with County staff to support the implementation of CDBG-DR-funded housing recovery projects. Services include scheduling and conducting residential inspections, documenting damages, and preparing standardized reports with photographic evidence and detailed repair requirements.

CSA develops bid-ready scopes of work aligned with applicable codes and regulatory requirements, including incorporation of specialized assessments such as asbestos, lead-based paint, or mold remediation, where required. Cost estimates are prepared using standardized methodologies to ensure consistency and support procurement and funding validation.

Through structured workflows, standardized documentation, and ongoing coordination, CSA enables the County to efficiently transition from damage assessment to project execution, reducing risk and supporting successful delivery of CDBG-DR-funded housing recovery initiatives.
