Hurricane Harvey (TEXAS)

Project Description

CSA provided comprehensive FEMA Public Assistance (PA) program management and recovery services in support of approximately $676.8 million in disaster recovery projects following Hurricane Harvey (DR-4332-TX) over the course of an eight-year engagement. Acting in a managed services capacity, CSA supported the full lifecycle of PA delivery, including project formulation, damage assessment coordination, scope and cost development, documentation management, and compliance through obligation and closeout. The project portfolio included a wide range of permanent work activities, including reconstruction, dry floodproofing, emergency power (generator installations), and structural and non-structural retrofits of public buildings and facilities. CSA worked closely with client staff and stakeholders to manage multiple concurrent projects, respond to FEMA and state requests, and maintain alignment with evolving program requirements.

In addition, CSA led the formulation, obligation, and administration of approximately $288 million in Hazard Mitigation Grant Program (HMGP) awards, including large-scale, non-localized flood risk reduction projects. Technical services included the development of detailed scope of work packages, preparation of design and construction cost estimates, and reconciliation of project scopes across multiple asset classes, including buildings, parks, and water/wastewater infrastructure. CSA also provided targeted technical assistance on complex procurement strategies, constructability considerations, and code compliance requirements, supporting clients in advancing projects efficiently while maintaining full regulatory and funding compliance.

Key Outcome: Successfully managed a large-scale, multi-year recovery portfolio, supporting the obligation and administration of over $960 million in combined PA and HMGP funding while maintaining compliance across complex, multi-agency requirements.

Project Implementation

Working under a series of task order agreements with the City of Houston, CSA team members have held senior roles performing all actions necessary to monitor post-event reconstruction and reimbursement activities across the City’s portfolio of buildings, roads, water/wastewater facilities, parking amenities, and parks impacted by Hurricane Harvey.

CSA works directly with City departments to provide program management services, including development of project scope, schedule, and cost estimates; technical assistance for procurement of design and construction services; project financial reconciliation and reporting; and pre- and post-construction services, including contract and cost monitoring and adherence to code compliance requirements.
